Thanks for reaching out! The Yakima SpareTime (8002598) was discontinued back in 2015 but we do still have some replacement parts for it! Here are the parts you asked about: Replacement Back Plate - # 8880578 Replacement Long Stem - # 8890241 Replacement Adapter Plate - # 8890244 I couldn't find the part 8890224 you mentioned so I tried changing one of the parts to 0244 and that pulled up the adapter plate. How to Remove Yakima Y02599 SpareTime Bike Rack From Spare Tire Mounting Bracket Once Rusted
Your best bet would be to remove the spare temporarily from the vehicle, place the bracket flat on the ground so the shank is pointing upward and hit the bolt holes shown in the provided diagram with a spray lubricant like PB Blaster. Do this several times over the course of a few hours. Then, bolt the spare tire back on the vehicle with the bracket in place.
