does the curt universal rail kit fit my 2000 ford f-250 short bed without drilling the frame rails, or do I need the custom fit kit

You will indeed have to drill into your 2000 Ford F-250's frame rails to install the Curt Universal Fifth Wheel Base Rails with Installation Kit # C16200.
However, that's actually true for all the base rail kits for your F-250, even with the custom fit kits.
