Should Brake Pads Constantly Touch The Rotor In A Disc Brake Setup

Question:
I was told the pad not touching the router was normal? I have never seen this and think this is an issue.

It is normal for the brake pads to sit a bit back from the rotor until the brakes are actuated to prevent drag and unnecessary wear on the pads. In your picture it almost looks like the pads are sitting above the rotor and sticking too far out on top of also touching the rotor. You definitely have an issue and will need to remove the calipers and take a look at what is going on.
Most likely you're looking at replacing multiple items so if you need help choosing the correct replacement components or need to replace the entire set like an kit like # HYD54FR then I'll just need to know more info on the axle and hubs in order to find the correct parts.
