Question:
After removing so many things that are easy to take out I was able to reduce the weight to nearly 67lbs. I thinks it is still too risky.

For your 1-1/4" hitch, the absolute best option is the Thule EasyFold XT # TH903202. Not only is this rack compatible with Class I and Class II hitches, it comes with an integrated ramp so you do not have to lift the bike off the ground to load. As far as the weight capacity, it has a 65 pound per-bike maximum. Although, if you remove your battery from your bike, you will be able to fall within the weight rating of the rack. This is because most batteries weigh between 5-7 pounds.
