When using a cargo carrier like the 19x59 Curt Cargo Carrier # C18109 which has a 500 lb. capacity you will most likely be fine to carry a 300 lb. safe, but it will come down to how wide the base of the safe is. From a shear weight standpoint, it would be ok. The problem comes from the concentration of the weight. When a cargo carrier is rated for 500 lbs. that is with the weight evenly dispersed across the carrier.
If your safe has a wider base then you would be fine, however if your safe is more vertical and has a more narrow base then you would not want to carry it in the cargo carrier. You will also need to be sure you do not exceed the weight limits of your RV and hitch.
