This hitch looks like it could be welded to the frame of my 40foot MCI bus to flat-tow my Ford Expedition. In the description, it says this hitch is not for weight distribution systems. Would I even need a weight distribution system if Im towing an SUV on its four wheels seems like very little tongue weight with a three axle bus?

You are correct, as long as your frame does not exceed 44" you will be able to weld on the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver - Weld On - Class V - 2" # 41990-07. Weight distribution isn't an issue and is not something you would use for flat towing your 2017 Ford Expedition. In addition to the hitch you will need the following to flat tow your vehicle:
- Demco Classic Base Plate Kit # DM9518296
- Demco Dominator Non-Binding Tow Bar # DM9511008
- Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267
- Stay-IN-Play DUO Supplemental Braking System # SM99251
Or
- If you have air brakes: Air Force One Supplemental Braking System for Motorhomes with Air Brakes # SM99243
- Roadmaster Brake-Lite Relay Kit for Towed Vehicles # RM-88400
