It sounds to me like the gears of the slider inside of your Replacement Head and Base Assembly for Demco Hijacker Autoslide 5th Wheel Trailer Hitches # DM6077 may either have debris blocking them, the teeth may be chewed up and need to be replaced, or may just need to be greased.

I've attached the instruction manual below, which goes over how to remove the head to gain access to the gear assembly. I recommend checking the teeth of the gears for any wear and applying some grease at the specified locations listed in the instructions.

I just installed a new 21k demco slider. I haven't hooked up to a 5 wheel yet. Is it normal for the hitch to not turn without weight on it? It won't budge

@Jim Yes, the head of the Demco Autoslide 5th Wheel Trailer Hitch w/ Slider # DM8550035 would require the weight of the trailer to turn, as it turns it engages the slide moving the head back for more turning clearance. It would also make coupling up to the trailer a nightmare if the head could easily turn.
