You do not identify what model of Modine heater you have and what required specs are needed for inlet pressure. However, I think you can use either the MB Sturgis 2-Stage Propane Regulator # 108220 for vertical or # 108221 for horizontal mount. These are rated for a maximum flow capacity of to 400,000 Btu per hour.
