Can I get a replacement part 1/4inch screw #03948 with plastics inner nut 00115

You may be able to go to your local hardware store to match up the screws / nuts you need for SportRack SkyLine XL Cargo Box 18. Or you can buy SportRack Replacement Hardware Kit # SR05587 which comes with all the necessary hardware and parts for SportRack Explorer A9009 and SkyLine XL SR7095 cargo boxes.
