The Curt Adjustable Trailer Hitch Receiver - 18"-51" Wide - 2" Drop - Class III - 2" # C13701 is a great option for your 1997 Winnebago Vectra Grand Touring. This is rated for 5000 lbs towing capacity without weight distribution or 6000 lbs with a weight distribution system.
Your weight distribution system needs to be in the middle range of the system ideally for the total tongue weight. The total tongue weight is the loaded trailer weight along with any cargo weight behind the rear axle of the tow vehicle. I've linked the page to all the WD system options and have also attached a help article for more information.
