I would like to find a locking pair of low profile aero cross bars that can fit to a 1.5inch diameter raised roof rail. THANK YOU!!!

I reached out to my contact at Thule and she said for the SSD round side rails on your 2018 Subaru Impreza the Thule Evo Raised Rail Roof Rack that consists of # TH711420 for the two 53 inch WingBar Crossbars in Black or # TH711400 for Silver and # TH710401 for the foot pack will work great. The Evo Feet feature rubber-coated clamps that you will simply place over and tighten around the 1-1/2 inch round side rails to provide a secure base for the crossbars. Lock cores can be added with # TH450400 to secure the system to your roof.
This is an excellent system that allows for a sleek appearance, a quiet ride, and a durable construction with a 165 pound load capacity. I have attached a video demonstration that you can check out as well.
