Question:
Trying to figure out tongue weight. I have a 2018 Rav 4 its seems the towing varys for this model as low as 1,500 to 3,500 lbs, my concern is if hauling a dirt bike carrier with a class 3 hitch, 2 inch receiver, the hitch can handle the weight of 230 lbs but can my Rav? its all tongue weight. I realize they usually have a 10 percent rule. any thoughts? is tongue weight capped ?

I took a look at the online copy of the owner's manual for a 2018 Toyota RAV4 and it did not list a maximum tongue weight capacity. The tongue weight is meant to be around 10 percent to 15 percent when towing a trailer, like you said, but our only source for capacities is the owner's manual, and this one does not specify a hard limit.
Realistically, you should probably be fine using a 2 inch hitch like the Curt Trailer Hitch # C13149 - a Class III hitch with a 2" receiver and 525 lb tongue weight capacity - along with a dirt bike carrier such as the Ultra-Fab Dirt Bike Carrier for 2" Hitches # UF48-979033 or etrailer Motorcycle Carrier for 2" hitches # e98873 to transport a 230 lb dirt bike.
I have added links to video reviews of these dirt bike carriers as well as a link to an install of the Curt hitch on an '18 RAV4 for you to check out.
