There are no "54" or "oc" codes on the Tekonsha Primus IQ Trailer Brake Controller part # TK90160. I have attached a list for you of the possible error codes that the Primus IQ can have. It sounds like you may have mistaken the "54" for the S.H error code and the "oc" for the n.c error code. If this is the case then that is an indication that there is a short on the blue brake output wire that runs from the brake controller to the brake magnets on the trailer.
Basically, you are going to have to trace this wire back while checking for breaks or frays. You can also replace it with part # 10-1-1 if the break cannot be found. I also recommend paying special attention to the trailer connectors, both the pins inside and wires that lead in. If you have access to a different tow vehicle or trailer you can save some time by narrowing down the problem to either the vehicle or trailer.
