What is the minimum amount of air pressure needed in a reese airborne sidewinder? Can I use it with no air in the bags?

I reached out to my contact at Reese regarding the 5th Airborne Premium 5th Wheel Air Ride King Pin w/ Sidewinder and Turret # RP61422's air pressure. They advised me that you will need a minimum of 40 psi in the air bags for this product to function properly. 70 psi is the maximum air pressure.
