I have a trailer that is about 400 lbs would this be able to pull it is taking a small flat bottom boat with a small motor.

Draw-Tite Class I hitch # 24816 fits several model years of the Mazda 3 and it has a maximum trailer weight capacity of 2000-lbs, along with a maximum tongue weight rating of 200-lbs. If your loaded trailer weighs less than 2000-lbs and places no more than 200-lbs of downward force on the hitch (tongue weight) then the hitch is capable of towing your small trailer.
You will also want to check your Mazda owner's manual to confirm that your specific Mazda 3 model year and version has the capacity to tow the trailer safely.
