What is the torque on a 5 lug steel wheel with a 175x80 13? Its on a 5x8 tilt trailer.

The correct torque for installing lug nuts on your 5 X 8 trailer's 5-lug wheels will depend on the size of the lugs. For a 1/2-inch lug the torque spec ranges from 75- to 85-ft-lbs. For a 9/16-inch lug the torque spec ranges from 135- to 145-ft-lbs. Please refer to the linked chart.

You will want to avoid using an impact wrench or any other tool that cannot provide measured force. Use a torque wrench for accurate results. You should re-torque them at 10 miles, 25 miles, and 50 miles, and then periodically after that.
