The Curt trailer wiring harness # 55323 and the TowReady harness # 118323 that you referenced both use the same 3-pole connectors as those shown in your photo. These connectors fit the taillights on your Dakota. They also fit various other models of Dodge, Chrysler, Plymouth and Mitsubishi. With these connectors inserted the vehicle lighting signals will reach the 4-pole trailer connector to power trailer lights.
According to my contacts at these companies the connectors are almost surely sourced overseas by the same company, and that company also likely supplies them to Dodge and the other auto makers for their OEM use. Neither could offer me a manufacturer name, however.
I am sure you have checked but often there is a manufacturer name molded into the connector housing or on some other part. A part number also often appears. You can try doing an internet search on any such info to see if it leads you to the actual manufacturing company.
