Can this be used with the Curt 18145 basket carrier? Wanting a smaller basket than the others mentioned as being compatible. Planning to mount on the back of a travel trailer with a rear mounted spare tire.

The only Curt cargo carrier the Surco Folding Basket Adapter # 52015 that you referenced is designed to fit is the part # C18150. This carrier has a 2 inch shank design, the part # C18145 has a smaller shank since it is designed to fit 1-1/4 inch and 2 inch hitches so it would not be compatible with this carrier.
Your best option would be to go with a folding carrier that is smaller in size like you said you were interested in.
For that I would recommend the part # 6502.
