Probably the easiest way to remove a retainer ring, such as # CE10981, to replace a wobble roller is to grip one end with some vise grips and the other end with some pliers. Then twist in opposite directions to make the opening wide enough for it to slip off.
If you have a rotary tool with a cutting attachment it would make short work of it.
