Hey Zach!
Thanks for reaching out! Since your 1999 Toyota 4Runner already has the factory crossbars installed, the Thule Portage Canoe Carrier # TH819 is going to be a great option for you!
As you can see in the photo below, the Portage uses four padded brackets that clamp around your crossbars and support the gunwales of your canoe to keep it secure during transport. The carrier also comes with the necessary straps and bow/stern tie-downs, so you'll have everything you need to get your canoe secured without purchasing additional accessories.
The Portage has a 75 lb weight capacity, but you'll also want to check your 4Runner's owner's manual for its roof weight limit since you'll need to follow whichever capacity is lower.
Since you've already got the crossbars, there's no need to replace your existing roof rack system, which makes this a pretty straightforward setup!
What kind of canoe are you planning to carry? I'd love to know the length and weight just to make sure the Portage will be a good match for it!

The Thule Canoe Carrier is well made, durable, adjustable, and fit most "aero" type Bars. They are very secure when in place, and do not tend to slide on the Bars. I do a lot of miles with Canoes on top in all kinds of conditions and have never experienced a problem. They weather well, and metal components do not rust.
