Yes, the Pack'Em Ladder Rack Bracket Kit # PK-28B is the style you are looking for. It mounts along the upper edge of an enclosed trailer rather than through the horizontal roof or with long uprights extending down the sides. I attached an image showing where someone installed at the top of the enclosed trailer. If this is not what you are referring to, please feel free to send me a picture by responding directly to the email you receive.

I actually went out to our warehouse and grabbed the # PK-28B so I could measure the mounting bracket for you. The bracket is only 1-9/16" tall, so your approximately 2" upper border gives you enough room for the bracket itself. Please see the attached image showing that measurement.

Before installing it, you will want to verify that there is a structural header behind that 2" area. The brackets need to be securely fastened into the trailer's header and not just the thin aluminum exterior skin. I would not add a 2x4 behind the skin and consider that a substitute for the trailer's structural header, since that is not the installation method specified for this rack. You will also want to keep in mind that the brackets do require drilling into that upper mounting area, just not through the horizontal roof.
