I am looking for a class 4 trailer hitch for my 1999 Ford E450 utility van. The rear bumper from the truck has been removed and a custom bumper will be made after the hitch is installed.

The most popular Class IV trailer hitch for 1999 full size Ford vans is Draw-Tite hitch # 41906. Since you will be adding a custom bumper around the hitch and assuming the frame is the same on the E-450 utility van compared to the other E-series models, this hitch should fit. I have linked a video showing installation and the instructions so you can compare them to your fan to ensure fit.
I also reocmmend etrailer ball mount kit # EBMK2216 which comes with a ball mount, 2 balls, a hitch pin with clip, and a storage bag.
The trailer wiring harness for the regular vans will likely not fit since the lights are different on the utility body. So if you needed to add a trailer connector you would use # 18252 to add a 4-Way.
