Question:
What would be the best 3 bike rack compatible for this hitch for the 2012 elantra? I was looking at the Yakima highlite aluminum 3 hitch y02439 due to integrated hiich and bike locks, able to fold down for trunk access without removal and with a sleeve, Im thinking we could also use this same hitch on my ford f250.

The hitches we offer for the 2012 Hyundai Elantra are all light-duty 1-1/4-inch Class I types that have a maximum carrying capacity of only 2 bikes (even if your rack can hold 3). This has to do with the limitations of the hitch and the vehicle frame where the hitch attaches. In a Class I hitch you are limited to using a 2-bike Class I rack such as one of those shown on the link provided. You might refer to the linked articles on hitch classes and how to choose a hitch rack that fits well on your car.
The hitch you referenced, Curt # C11303, will fit your 2012 Hyundai Elantra if it is the sedan version. With this particular hitch you are required by Curt to use a stabilizing strap # 18050 in order to maintain your hitch warranty. The Draw-Tite hitch # 24902 does not have this requirement.
Your F-250 is another story. Its 2-inch hitch has a higher capacity and can handle the weight of as many bikes as can be supported by the rack you choose.
The Yakima LiteRider Aluminum 3 Bike Rack will not fit a class I hitch. My recommendation for you is to use the Swagman Trailhead 3 Bike Rack for 1-1/4" and 2" Hitches - Tilting # S63365. This is compatible with both vehicles but you can only use two bikes with a class I hitch. I recommend using # S64031 for your locks.
If you wish to consider a roof rack for the Elantra to hold the 3rd bike (along with a 2-bike hitch rack) I will be glad to suggest one; just let me know what type of roof configuration you have.
