Does Hardware that Secures Legs of Curt A20 Hitch Bolt From Outside to Inside

Question:

Purchased a Curt 16092 5th wheel hitch, question is most videos show leg bolts inserted from the outside towards center of hitch, hitch legs have threaded holes, do you still bolts outside towards the center or bolt from the inside towards the outside. Bolt head would be closest to the head and nut would be on the outside of the leg. the bolt through the head wall and thread into the leg then insert the nut?

Hey John, I found a set of instructions for the Curt A20 fifth wheel hitch # C84FR you referenced and the bolts are designed to go from outside the legs through them and then through the head assembly of the hitch where a lock nut secures it on the other side. I attached a picture that has a diagram that shows how it all goes together.
