Will these jacks actually lift the trailer on top of stabilizing it, basically taking the weight off the tires for the winter or give you ability to change a tire?

Hey Pier, the Scissor Jacks part # e96VV are designed really only for stabilization and a little bit of leveling. They are not designed to be used when changing a spare or to take weight off of tires when store. I am sure people do it all the time. Especially if stuck on the side of the road but that's not what they were made for.
A bottle jack like the part # ALL620471 would be a better option for that.

I'm planning on installing these on a102"x 12' aluminum snowmobile Triton trailer rated @ 2990lb GVW max payload @ 1800lb, and trying to eliminate the bottle jack but I do carry jack stand to change tire for safety, do to these scissors jack showing they are rated for 15000lbs is why I am asking if they can actually handle the specified rating in dead lift. If not what can they actually handle in dead lift to get trailer tires of ground so jack stands can be installed? Thank you
