Hello Theodore, thanks for reaching out. Most of the running boards we offer mount to the rocker panel. The best way to know how they install is by looking at the instructions. That'll tell you if they are frame mounted or rocker panel mounted.
The Westin Sure-Grip Running Boards # W59ZX you were looking at mount to the rocker panel on a 2019-current Ram 1500 crew cab. I've linked the instructions for you below.
The rocker panels are a secure mounting point. Technically not as strong as the frame but for attaching running boards they work just fine.
