What does the small plate that came in the assembly box go? We are having trouble understanding the instructions that came in the box. Thank you

I spoke to my contact at Westin and he informed me that the smaller plates you are referring to are not needed to install the Westin Fey Diamondstep Rear Bumper with Custom Installation Kit # 20000-92230 on your 1970 F-100.
