Hi James!
You may be able to carry two of the Thule Motion 3 Rooftop Cargo Box - 21 cu ft # TH59PN on the ladder rack on your 2026 Toyota Tacoma short bed, but it's going to depend greatly on the length of the crossbars, rather than the height.
Something like the Thule Xsporter Pro Mid Overland Truck Bed Rack - Aluminum - 600 lbs # TH34RR with its 71" crossbars would definitely accommodate two Motion 3 boxes, but something like the Yakima OverHaul HD Adjustable Truck Bed Ladder Rack Uprights - Aluminum - 500 lbs # Y01151 with 60" crossbars would not. Do you know how long your crossbars are?
The Thule Motion 3 # TH59PN measures 91-11/16" long, 36-3/16" wide, and 17-1/2" tall for the exterior, so you will need to have at least 63" long crossbars to carry two of them.
