Can it carry a 14 foot hoodoo tempest 140 kayak.? Can it be submerged at a boat ramp?

Hey Michael, yes the Malone Forge Kayak & Canoe Cart w/Bike Tow # MAL78CR that you referenced will work great to transport your 14 foot Hoodoo Tempest kayak and it can be submerged as needed to get the kayak in the water. I would just be careful pulling it in and out on the ramp as they can be pretty slick.
