Can this rack tilt away far enough to open the rear hatch on my 2021 Highlander with three e-bikes loaded?

Yes it can, Kyle. The Epos 3 bike rack with lights # TH34FR44SR has one of the deepest tilts of any platform rack - designed so you can swing the hatch fully open even with all 3 bikes onboard 160 lb total, 75 lb max per bike when 1 or 2 are on the rack. The large foot pedal near the license-plate bracket makes it easy to release with your hands full. I've attached a video where my coworker Evangeline demonstrates all of the awesome features of this rack!

If all of your bikes are ebikes, you'll want to remove the batteries to try and get the overall 3 bike weight down to 160lbs (about 53lbs per bike). If you can't do that, you'll want to look at other options. It gets pretty difficult to put 3 or 4 heavy electric bikes on one rack.
