Would the Heat Magnet be safe for keeping water from freezing in my stock tank?

It can, Carla - a lot of folks use the Zerostart Heat Magnet # ZE35MR for that purpose. Just attach it to the outside of the steel tank below the normal water line, and it’ll transfer heat through the metal to keep the water from freezing. The built-in thermostat holds temps around 250°F, so it keeps things thawed without overheating or damaging the tank.
