Will this fit on my 2016 Chevy Volt’s front bumper without removing the whole fascia?

Teresa, you can try to install the # BM28YR without removing the front bumper cover, but for a clean, flush install, Brandmotion recommends removing the fascia so you can drill precisely, check for obstructions, and route the wiring neatly. If you can't remove the front bumper cover or don't want to risk it, you will need to be very careful in doing the install that way. I really wouldn't recommend it. If you don't feel comfortable doing the install, you can refer to our installer locator I've linked on this page.
What is the reason behind not wanting to remove the front fascia? If it's to save time, I wouldn't plan on saving time with that route since you'll spend more time trying to find where to drill and install the sensors without being able to see behind the fascia.
