I have a 2012 kia soul with roadmaster baseplate/with cross bar. Can I convert to tow with blue ox tow bar?

Hey David, thanks for reaching out!
We have the Blue Ox Tow Bar Adapter # BX88178 which can be used to match a Blue Ox tow bar with the Roadmaster Crossbar-Style Base Plate Kit # 522112-1 on your 2012 Kia Soul. If you don't already have a Blue Ox tow bar, then the Ascent # BX4370 is a great option for the weight range of your vehicle.
The adapter does increase the price a bit, so if you're interested in a more cost-effective option, I recommend the etrailer SD Non-Binding Tow Bar # e44ZR which comes with an adapter and actually has a better trigger mechanism for releasing the arms when you need to hitch/unhitch the arms.
