can this be mounted on a kayak trailer with 1 1/2 inch square crossbars?

Yes, it will Matt! The Yakima TopWater Rooftop Fishing Rod Carrier item # Y04088 will have no problem attaching to 1-1/2" square crossbars. You'll just want to make sure you can spread those crossbars out somewhere between 27" - 81" from each other.
