Can these be used with the Stoltz 12inch centering roller or is a different part needed? Id like to avoid using a big panel bracket so that my 3 center lights are visible

The CE Smith Side Angle Mounting Brackets for Boat Trailer Rollers # CE10211G that you referenced is designed to be used on rollers designed for 1/2 inch diameter shafts. I did a little searching and it looks like the Stoltz is designed for a 5/8 inch shaft.
You could use a 1/2 shaft with that roller though and it would be compatible with the # CE10211G.
For a similar 12 inch roller that we carry you could get the Boat Trailer 12 inch Long Keel Roller # DL21728.
