I found a copy of the owners manual for the 1999 Chevrolet S-10 truck and in the Recreational Towing section, Chevrolet says your 1999 S-10 should not be flat towed. They recommend towing it on a trailer only.
If the vehicle absolutely must be flat towed, then the drive shaft needs to be disconnected, so I cannot recommend towing the truck without doing so. I recommend checking your owners manual to confirm this information.
Chevrolet also says the ignition must be off when flat towing to prevent battery drain. The number 19 Radio Battery fuse labeled RDO BATT in the instrument panel fuse block should be removed each time you want to tow and replaced once you reach your destination and proper flat towing equipment should be used. If you would like recommendations on the various flat towing components, let me know and I would be happy to make some recommendations.
I have attached a general help article on flat towing for you to check out.
