Will two Malone Seawing w/load assist MPG113MD Kayak Racks fit and carry two 24 wide kayaks on top of a 2023 Subaru Outback using the standard Outback crossbars?

I'd say no, James. Two of the Malone SeaWing # MPG113MD plus kayaks are going to be much too wide for standard crossbars. To be able to do what you're wanting to do I'd suggest using the Thule Compass Kayak Roof Rack w/ Tie-Downs # TH890000 instead.
This will allow you to carry two kayaks on their side on your factory cross bars and has a 130 lb weight capacity.
