The black sleeve you're talking about on the Benton Shifts&Grins Bike Rack # B54FR is a sweet feature built in to make it quicker to install the bike rack on your vehicle!

Once you get your bike rack installed the first time, simple loosen the adjustment knob and slide the collar up against your hitch receiver before tightening the knob back down. When you remove your bike rack from the vehicle you'll leave that collar in place so next time you put the rack on your vehicle you'll know where to stop so the hitch pin is lined up!
