Installation of Replacement Capnuts, Washers and Bolts for Yakima 60" Tracks

Question:
The instructions you have provided for installation of Yakima track hardware set 8810155 clearly shows where the black washers are to be used. The instructions do not explain where to use the white washers. Are the white washers supposed to be installed inside the truck cap just prior to the capnuts, or are they not needed at all?

The white washers from the # Y8810155 sit on top of the truck cap and underneath the tracks. See the picture below.
