Will this fit international 4700 outside to outside of frame rails 34 1/4”.

Hey James, dimensionally the Buyers Products hitch plate part # 3371809061A will match up to the frame rails of your International but beyond that most likely would need to get welded in place as the holes wouldn't line up.
