Troubleshooting Tekonsha Prodigy P2 Brake Controller Numbers Jumping When Pressing Brakes

I have an 2001 F350 DRW pulling a 2009 Montana 3605 RL and I am having an issue with the Prodigy 2 Brake Controller, It was working fine. But hooking up the for the first time this year I am not able to adjust the Controller. Everything appears OK it shows connected however when I press the brake controller display is anywhere from 2 to 4, but is not steady jumps around a lot. This happens standing still or moving, While moving I really couldnt tell if brakes were being applied. If I manually move the lever the display goes all the way up to 13 and the trailer brakes lock like they should. I was used to be able to adjust to a 5 or 6 and then fine tune from there in the past I usually land on a 4.5 . Feel like it is an issue with the truck or the brake controller almost like pushing the brake is not providing a good signal to the controller. Any Ideas ?
