Hey Steve. Yes, the cover of the Access Toolbox Edition Soft, Roll-Up Tonneau Cover # A61369 can be removed without removing the rails. So, for example, if you needed to replace just the cover, you could do so without removing the rails. I have included a link to the instructions for the Agri Cover # A11369 for you below. The process for installing the cover to the rails is detailed on pages 8 and 9. You would basically just reverse this process for removing the cover.
