When it comes to determining the best power steering cooler for your 2019 Ram ProMaster 2500it's really going to come down to how much space you have available. The larger the cooler the better the performance so you'll want to get as big of cooler as you can to fit the space. There's going to be a few key spots to install the cooler with the closest to the front grille being the best choice due to the increase in airflow.
Once you have a better idea of the available space then we can start looking at coolers. I've attached a link below to the available options and if you look on the left-hand side of the page you can filter the coolers by size to easily narrow down the right fit. The Derale Series 7000 Tube-Fin Power Steering Cooler Kit # D13211 you referenced is 12-7/8" long x 2-5/8" wide x 1-3/4" deep.
