Question:
I have trailer leaf springs that measure 31 inch center to center how can I use a 30 inch spring without moving hangers. Do I get longer or shorter shackles? My shackles are 2.5 centers

First, make sure that this spring isn't actually the correct length. If you measured 31" on worn out leaf springs you don't need to change anything outside of replacing the leaf spring itself. If you made the # UG34FR completely flat it would be 32-3/4" long so if it was a little worn a 31" measurement would be easy to get. If your existing leaf springs were 31" when new then it is possible you will need longer shackle straps. Something like the Shackle Strap - 2-3/4" Long # TRSL275 should take care of it.
