I see there's a hitch pin lock for the rockymounts guiderail for 1-1/4 inch hitches, but what about the bike lock? how do the bikes lock? thanks.

Good question, and there is a chain lock that you will use to lock your bikes to the RockyMounts GuideRail Bike Rack for 2 Bikes - 1-1/4" Hitches # RKY47ZR.
The chain lock - which is a beast - loops around your bikes and there is an insert point right on the stinger which you insert the end link in. Then just push a button in and you're done. It's actually pretty cool and if you go to about the 8:50 mark of the video I linked below you can see just how the chain lock on the GuideRail # RKY47ZR works.
