Already have the Roadmaster Nighthawk tow bar and pins. Can it be used direct connect to the Roadmaster RM24FR base plate.

Yes, it can but you will also need the Quick Disconnect Crossbar Assembly item # 910021-00 if you do not already have it. This will connect a Roadmaster Nighthawk Tow Bar like item # RM-676 to the Roadmaster Crossbar-Style Base Plate Kit item # RM23FR you were looking at.
The Roadmaster Base Plate Kit item # RM23FR is confirmed to fit the 2020 Chevrolet Sonic.
