Will the Stromberg Carlson CL-100 work on a Scamp Trailer with a bumoer that is 3 inches high by 2 inches deep?

No, the Stromberg Carlson Bumper Mounted Clothes Line for RVs # CL-100 will not work because the U-bolts that secure the clothesline to the bumper are going to be too wide because they will only work with 4" square bumpers.
You could improvise a bit and use the Trailer Square U-Bolts # 7163184UB instead, however you're going to have to drill new holes into the bit where the original U-bolts would've gone.
