Looks like the correct replacement part. My used Mirrors have, U.S. PAT. PRODUCT NO. Des 350 ,521 Also, in larger print, HA-968 and in smaller print looks like 15inch appears on the straps. Measures approximately 14 7/8 inches long by 7/8 inches wide. The buckle is just under 1 and 3/8 inches long by 1 and 3/16 inches wide.

I was unable to locate the exact towing mirrors you have based on the information you provided. The Replacement Straps # 11952STRAP are shorter at 13" and slightly less wide at 13/16" than you current straps but it does seem like they will still fit. Depending on the condition of your mirrors it may be best to just replace them with the CIPA Universal Towing Mirrors # 7070-2. These use the straps you found.
