Are Plate Washers Included in Replacement Hardware For TorkLift TLD1102

Question:
I own a 2006 Dodge ram 2500 qc, sb and Im looking for the replacement mounting hardware for the Torklift D1102 20k superhitch. According to the mounting instructions, there should be 2 offset plate washers, but I dont see them in the photos for your kit. Are they included and just not photoed? See attachment. Thank you

For reasons I cannot explain, TorkLift does not include the side straps and plate washers with the Replacement Hardware # TLM8003-D1102.
