We have not tested the Extang CargoCleats Truck Bed Tie-Down Anchors, # EX1932, with a Roll n Lock tonneau cover, but from my research, I do not think they would be compatible with each other. Roll n Lock offers the M Series tonneau cover for your 2009 Ford F-150, which attached to the inside of the bed rail. This is the same location that the Bully Clamp Tie Down uses.
The tie downs that may work with your Roll n Lock cover are stake pocket tie downs like the Putco Push-Up Tie Downs, # P99901. These tie downs mount in the stake pockets and they will stay flush with the top of the bed rail until you need to use them.
